I've been combing through all available material and sources trying to get confirmation that the 99% floor applies on a per club basis and have yet to find anything conclusive. Most articles mention the 99% using the same language as the 95% floor for 2013-16 & 2017-2020 periods. Yet the 95% floor is league total, not per team (which is 89%). MikeO, the first article you linked to contains the same phrasing I was complaining about in the locked thread: "Teams must spend" for the 99% versus "Each team must spend" for the 95%. In terms of free agency craziness, some teams (e.g. Dallas) are going to be helped by the ability to borrow $3M cap space from any future season before 2018. Next year, another $1.5M cap space can be borrowed. Not a huge amount, but if you're close to $20M over the cap (*cough* Dallas *cough*), every little bit helps.
