If a juicing batter is hitting home runs against juicing pitchers, who has the unfair advantage, exactly?

Based on some of the offensive numbers we've seen, I'd say it was pretty obvious that the juiced batters had the advantage over the juiced pitchers. Maybe it's because the physical requirements of power hitting appear to be more easily enhanced by the juice than the skills used to pitch?
