I don't know about the winless, though the Detroit Lions come to mind. I did a quick search for seasons and 2002 you had the following: 2002 Carolina 1-15 Detroit 2-14 Buffalo 3-13 2000 San Diego 1-15 Arizona 3-13 Cleveland 3-13 so, it does happen, and this was 2 quick seasons I looked up.
