A few times, I've noticed the ball being snapped, while Ricky was still moving.  Is that legal?  I thought everybody had to be set before the ball was snapped

No, its perfectly legal.  You can have up to 1 guy in motion at the snap.  2 guys in motion before the snap means they BOTH have to set before the snap or else its an illegal shift.

You can have motion, as long as it's only 1 guy at a time, and not TOWARDS the line of scrimmage.  It has to be parallel to the line.
