Rather than Flash limiting the iPad, I think that the iPad (and iPhone) will likely limit flash.  Flash is dying, and if you're a developer, why would you want to use a technology that isn't standard on millions and millions of devices?

From what I hear, HTML 5 performs better and uses less resources, anyway, which will replace flash.
