Chicken or egg.  ND has sucked for years, but their sweetheart TV deal (and BCS deal) keeps them in the spotlight when other has-been teams (e.g. Colorado, pre-Saban Alabama, Miami) fall out of favor and are replaced with new generations of football titans.
