For reference, the Cowboys recently signed Marc Colombo to $22 million for 4 years, despite Colombo being injury prone. Carey is better, younger and hasn't missed a single game due to injury.
The Giants signed Kareem McKenzie to a $37M, 7 year deal FOUR years ago. Player salaries are, needless to say (thanks CBA), way up since then. The Colts signed Ryan Diem to a similar contract in early 2005 as well.
Carey isn't regarded as "slightly above average" by analysts. I don't see enough of other teams (and when I do, I don't focus enough on tackles) to know exactly how Carey compares to anyone else, but from watching the Dolphins, I will say he's played pretty well. The stats back this up: We've had a lot more success running to the right than to the left.
