If I'm not mistaken, each team is allowed to claim another city as it's "secondary market". Because the Dolphins claimed Tampa as their secondary market before the Bucs came into existence, the Jaguars chose Orlando as their secondary market.
Is Orlando a Jaguars town? Absolutely not. Unfortunately, because of NFL TV rules, if the Dolphins and Jaguars are playing on the same network, they have to show the Jaguars.
Additionally, it's Fox's week to show a doubleheader, so CBS can show only one game. If CBS was showing a doubleheader, it wouldn't even be a question.
I think the NFL should allow BOTH networks to show doubleheaders every Sunday. They would make so much more money off TV ads doing that.

Figures.......the one fucking week I'm up North. Are they still gonna have the game at the Ale house!?
Oh yes, if you have NFL Sunday Ticket, you will get to see the game regardless. Trouble is, that costs money.

It's not actually blocked out ... just not being shown. Orlando is not a Dolphins market despite the Phins being the number one ticket in town.
QFT. There's a difference between "regional action" (this is the Jaguars region according to the NFL TV markets), and "blacked out due to low ticket sales"
