^^ that's my point.  The OP said "he wants to come to Miami. 

Why Miami, as opposed to cleveland, arizona, pittsburgh, washington, seattle, or new england?

Miami has a need for a WR.  A few of the ones listed doesn't.

Also, no way in hell will Pittsburgh sign.  Too many character issues, likewise for NE.  Miami might take the chance.

It wasn't a question of "who would want to sign Plaxico" but more of "where would Plaxico like to play?"

Those are not completely unrelated.  Agents drop hints that a player would like to play for teams that they have a chance of getting signed by, not teams where there is zero chance.
