It says "if you correctly guess the winner for all 17 games, you'll be in good shape to win the grand prize"  I think the 'good shape' part in insinuating that it'll come down to some percentage points or something.  I've never really done Survivor pools, but I imagine it's rare for someone to get every pick correct
