If this guy ends up in jail or really really hot water and Haslam is forced to leave his position as owner, the NFL should take over the team for 2 years (at least) keep Joe Banner and Mike Lombardi in charge and give them a fighting chance to compete. THEN sell the team come 2015 or 2016.

If they force this guy to sell the team/kick him out of the NFL and he sells the team immediately any new owner will fire everyone (Coach, GM, President) and bring in all new people and force this franchise to start over again. Making last years draft a waste and this years draft a waste.

I don't know the in's and out's of the crime he committed but it sounds serious and serious enough where the NFL might not want this guy around when the final verdict comes down on what he did. So, the league has to not screw over the Cleveland fans and the city of Cleveland here. They gotta do right by them and the league taking over the team for a couple years wouldn't be the worst thing in the world.
