I think sometimes they are encouraged to try to keep people happy an laughing. Why the hell not?
Absolutely! But it's not just the passengers that SWA wants happy, it's their employees as well. The flight attendant above is EXACTLY the type of person that SWA is looking for.
http://managers.emeraldinsight.com/quality/articles/pdf/southwest.pdfAt work we have a happy half hour every Thursday. We go to the break room, grab some snacks and for 30 minutes we talk about whatever we want...as long as it's not work related. What are you doing this weekend? See any good movies lately? Who's going to the Ranger game tonight? It's a blast and we do this regardless of what's going on. I can only remember a time or two where we decided not to do it because of work reasons and remember that I work in a support role meaning that we often have production issues that we are working on that require immediate attention. We've actually found that taking a 30 minute break helps you clear your head and solutions often present themselves after a happy half hour session. It seems counter productive till you try it. People in a good mood and enjoying their job are far more likely to find solutions to problems then those who don't want to be there.
