I guess the last 6 months or so, It seems to be happening much more frequently to me....

How often do people ask if they can use your cell phone?

What is your response? how do you deal with these people?

3 times in the past 2 days,and always in peculiar times,I'm alone,and the person sort of comes out of nowhere,to ask.

I'm all for helping people,but most of the time I decline,and see if I can help some other way.
1.) I don't know who,or where they're calling,and It just gives my number out to a random person.
1.a) More people calling my number,who the hell is this,you called me...

2.) Security,they could steal my phone.

Never.

If a stranger asked me to use my phone there is a high probability I would tell them, "Sorry, it's a work phone and my calls are tracked."
Although I might just say, "Sorry, I don't let people I don't know use my phone."  Depends on how I'm feeling at the moment.

I commute to work using public transpo, and I get someone asking to use my phone every couple of weeks. I politely decline each request. One dude got all "loud and angry" one time when I said no, but I just told him "Sorry, it's just not happening."

One time ever...she was rude and not appreciative at all once I let her use my phone.  Never again, I didn't even want to then, but I bought in to her sob story.

Often, but the majority of the time it is the same coworker asking because her battery is dead, I always let her.  Others that I know have asked and I always let them.  As for strangers it depends on the circumstances, the most recent case where I said yes was at the mall and a 10 year old girl who was with her crying 3 year old brother wanted to borrow it to call their mom because they lost mom.  I dialed the number and loaned her the phone.

I've never had a random person ask to use my phone.  There was one time a golfing buddy asked to use my phone, screwing around, and he randomly called one of my contacts that happened to be an ex-girlfriend; so he never gets near my phone.
