The person has to actively be involved in playing, managing, or even a personality in broadcasting (no OJ or Aaron Hernandez types).

I think it might be Bill Belichek or maybe someone like Floyd Mayweather.

They're both loved by their supporters, but their haters really hate.

Bayless is largely unknown to most people, I think.

Sepp Blatter

Holy crap.  That's a great answer.  I withdraw mine from consideration.

few years ago, I would have said A-Rod...these days, probably Brady or Belicheck...Ronaldo has to be high up there too.

Worldwide, Blatter.

In the U.S., I would probably say Gary Bettman, but the NHL has a limited reach.  Goodell would be up there, too.

I had to Google Sepp Blatter...but when I saw who it was, I understood completely.

For me, it would be Richard Sherman. There are no athletes that I hate more than that guy right now.

I thought they had to have a personality? Well if we are going to open it up to owners and administrative members well that raises the stakes considerably. I was gonna say Donald Sterling but since he's currently banned, then I guess it will have to be someone else. Blatter also is out since he's currently banned. Heck all the guys that deserve it are currently banned. I'm sticking with Skip. I don't know anyone who likes him. At least I like Goodell, that's one more person than Skip.

I don't think Godell is that hated. It's only a small percentage of the overall NFL fan. In my opinion is become cool to "hate" him but average fans probably don't even know much about him.

The last time I saw a list Tony Romo was actually the most hated but I'd have to think him retiring that would lessen ... or maybe not. At this point I feel it's probably Bruce Jenner. Many people seem to hate him but for different reasons.

I can't believe there hasn't been more mention of Brady. On top of the sport, hot wife who makes more than him (but I think she has cut back on her work if I'm not mistaken), & considered a cheater by many. Maybe it is just low hanging fruit but on a Dolphins' board I really expected his name more.

I would have said Brady a few years ago too but he and Billichick have gone from hated individuals to at least respected individuals. What they have done and continue to do is amazing.  Besides ... it seems like Brady has become less of a dick. His relationship with Matt and Ben seems to have helped him.

I'm not sure whether he is still active, but for me it's Ray Lewis.  I would literally change the channel when he would commentate after games, and I hated the Ravens simply because he played for them.  A second choice would be Stephen A. Smith, he is so annoying to listen to.
