What about playing under the lawn sprinklers?  No chlorine or salt but no soap either, just clean water.    
I get your point but drinking water or water for your house has chlorine and can have more than a pool. At least here in Florida.

My answer would be sometimes it is. I know I've gone without a bath after being in a pool but I've also taken a shower. I think the circumstances surrounding the swim would affect the answer.

Lawn sprinklers down here usually contain reclaimed water.  I wouldn't recommend playing in those lol.
Mostly only the upper class neighborhoods have it here in my county. Middle class neighborhoods can get a separate water meter so they aren't paying sewer fees on what's used for irrigation but they have typically only installed reclaimed in the upper class neighborhoods. Supposedly it's because the neighborhood usages are the highest in the county per home.
