I misinterpreted the "people being slaughtered" comment and the focus of your suggestions of deployment. This misunderstanding might explain runtheball's question of military might. How would military engineers stop people from being slaughtered in the streets? I suppose it could be interpreted that you meant deploying a medic on every street corner.
