Surprised nobody posted about this situation yet.

This seems like an excessive use of force.

The Marine continued a chokehold on Jordan AFTER he had gone limp.

Executing the chokehold seems to be justified given that Jordan was issuing threats.

However, it seems like he continued it much longer than necessary.

I don't know the story and haven't looked at the details.  But in general, outside of direct self-defense, if you exert force in a situation, you're responsible for damage if it's excessive.  This goes for all kinds of stuff.

The amount of force you use in your defense should be proportional to the threat.  Once the threat is over, the force should stop.

False.  The only person who has said that Jordan issued a threat is Daniel Penny's attorney.  All the people on the subway car have said the ONLY thing Mr. Neely did was beg for money, but not do anything threatening.

If you determine that it's within your right to use a chokehold on someone, that's one thing.  It's then your responsibility to release that hold before you kill that person.
