I disagree, Dave (shocker!).  On a team that has had 20 different QB's in the past 8 seasons, I have 10 project QB's if they let me.  More chance that one will pan out to be good.

And, Tommy, I am pretty sure that no 3rd QB on any team is ever "inactive".  If he's dressed on the sidelines, he's active.

So are the other players that are inactive.  The difference is, when someone is designated as the third QB/inactive, they can't come in the game unless the other two QB's go down, and once they are in, the other two QB's may not re-enter the game.

As has already been pointed out, the 3rd QB can play in the 4th quarter, and the other two can go back in if need be. Why do I feel like we go in circles here a lot?

The rules were changed recently, so there's a good reason for the confusion. They used to be as you referenced them.

They were changed quite awhile ago. Its been over 10 years since the 3rd QB rule went into effect, so I don't see "good reason" for the confusion.

If a guy is designated "inactive" he doesn't even put his jersey on, and often isn't even present on the sidelines.  When do they call up the 3rd QB at home and say, "Hey, Johnny, uh, Chad just went down.  Chad Jr. should buy us some time but get off your lay-z-boy and suit up"

'95 isn't that long ago in NFL terms...

I've heard it quoted (before THIS season) as one of the most commonly misunderstood rules. I'm thinking in an interview on NFL.com, although I could be wrong.

Beck was inactive.

You are almost correct.

In a weird coincidence, one of my favorite NFL columns - "Ask the Ref" aka "Ask Jerry Markbreit" aka ... hmm... doens't appear to have a name this year - covers this exact rule TODAY:

Each team is allowed to dress 45 players for each game, plus, a 46th man, providing he is designated as the third quarterback only. If this third quarterback enters the game during the first, second or third quarter, the first and second string quarterbacks are not allowed to return for the rest of the game. If the third quarterback enters during the fourth quarter, the other two quarterbacks may return to the game. This is a special rule that was put in about 10 years ago, and gives each team an insurance policy for quarterback injury.

  There's no harm in keeping the guy around for the rest of the season.  With Beck you have the possibility of a tradable commodity down the road or a guy you can develop into a decent backup.  Either way, it's silly to dump him at this point.
